Go to the Conowingo Dam (where rt. 1 crosses the Susquehanna River, north of Baltimore). I was there both Sat and Sun and there are at least 100 adult, immature & juvenile bald eagles there now and should be there through this month into December. It's a GREAT place to watch eagles as they fish and attempt to steal fish from each other. A scope is useful but not necessary - the eagles frequently fly over and land in the trees right next to the parking lot.

An overseas visitor is coming to DC next week and wants to see a Bald
Eagle. Any surefire or high probability spots closer than Blackwater?
