The building should be a community center/swimming pool. To reach the drainage ponds drive to the back of the parking lot, behind the building. the ponds are to the north and may not be visible from the lot. That would put the shrike to the northeast. Last year there were also a couple of Red-headed Woodpeckers in the area. In around the neighborhood and the shopping center are a few good places for shorebirds and waterfowl. Good Washington county finds in the area have been stuff like Dunlin, Stilt Sandpiper, and Black-crowned Night-Heron. Nice find Jim!

Jim Green just called to report a LOGGERHEAD SHRIKE in Washington Co. He was checking the ponds that Hans Holbrook put on the map for Washington Co. shorebirds a couple years ago and came across the shrike.
Here are the details:
Area is part of the extended Center at Hagerstown.
From I-70, take I-81 north, then 40 west.
Enter the center on your right (north) almost immediately
At the T-intersection, go left, which will be labeled either Garland Groh Blvd or Bartow Drive (Garland Groh becomes Bartow right there)
Follow Bartow Drive 3/10s of a mile to a roundabout.
Go halfway around to Sedgwick Way (this doesn't appear to have been build at the time of the last Google Maps image)
Park near 12608 Sedgwick Way (I think he said there's parking behind)
There's a borrow pit / drainage area with water as you look away from the building. The bird was in the field to the right of the water, and perched on some type of flower pot structure a couple times.
