I missed the Neotropic this morning between about 9 and 9:40.  Folks had 
seen it fly downriver prior to my arrival.  Saw it Thurs. but was hoping 
to get another look.   The White-winged Scoter was there however, 
hanging out close to the VA shore upstream towards the water intake 
facility.  Some Rusty Blackbirds were in the Buttonbush swamp at Hughes 
Hollow and dozen or so Horned Larks were on the polo grounds off Hughes Rd.
