This is by no means comprehensive, but will get you started.
There are no equivalents to MDOsprey in Maine that I know of. There are
a couple listservs, but they receive little traffic.

As for Snowy Owls in Maine, if you're a member of ABA (American Birding
Association), I'd suggest looking up the zipcode close to where you'll
be staying and contact a friendly New England birder to help you with
your quest. This method worked wonderfully for me last year (1998).
