It has been seen while driving the road over the dam (Rt. 1) - it is on the
railings of the dam itself - the things that keep you from driving off into
oblivion. It is closer to the Cecil shore than the Harford shore and I
believe it has been on the right side as you drive into Cecil from Harford.
It has been there in the morning -sorry, I don't have a more specific time.
