Bart,

The construction is the "National Harbor" development.  There is great 
concern of the impact of this site on wildlife in and around the area 
(including fish).  The Friends of Dyke Marsh testified that the 
Envioronmental Impact Study was inadequate as it did not include any impact 
on Dyke Marsh, less than a mile away (Eagle nesting and wintering at Hunting 
Creek is just one facet of the impact given no comment by the EI.)  No 
Maryland ornithological organizations testified, which I find curious.
