Report of a Western Gull at Conowingo ???

The Delaware RBA for 2/26 reports the following ...

Other GULLS of note have been at the Conowingo Dam, in addition to the
 SLATY-BACKED GULL. On Saturday, February 21st, the following were reported
 there:
 a first-year THAYER'S GULL
 a GLAUCOUS GULL
 a third-year ICELAND GULL
 and a WESTERN GULL (we're told) that was present around 9am.
 And at least several LESSER BLACK-BACKED GULLS.


Does anyone have any information on this reported Western Gull ?????
