Just back from the Cecil County landfill, and there is indeed a dark backed gull with very bright pink/red legs.  Also has a bulkier looking bill than others (yellow).  Otherwise similar to LBBG's.

Don't know what I saw, but McCandless is right - it's probably worth a look by the gull nuts among the crew.
