Very approachable bird, he was sitting right on the split rail fence around the Fort, on the southwest side. I tried to age and sex the bird by primary shape but did not reach firm conclusions. I should have brought a scope. I'd be interested if others have looked at this question, given the way that the bird sits on the fence at eye level with his wings out in the wind it should theoretically be possible to judge the shape of the outermost primary as it sits there. Good photos may solve the question as well - my camera was not with me!
