The bird was actively feeding, and flying from dead snag to dead snag. This was at about 8:35 to 8:45 am. The bird was flushed by a female AMERICAN KESTREL, and I lost track of it. The white tufts on the back were not visible for much of the time that I watched it, but at one point they very obvious. This was helpful, as I rarely got a good view of the underside of the bird. Otherwise there were not many migrants around - just 2 AMERICAN REDSTARTS and a RED-EYED VIREO at parking area 18, and lost of FLICKERS and SWIFTS around the Maintenance Yard.
