My dad works at the headquarters in downtown Baltimore and he is a Right-of-Way Agent and Real Estate Agent or something and he also monitor roads in rural Maryland and help with project manager and other business people with conservation along roadside. He work there for over 28 or so years. I don't think they would allow anyone to birding on their property.
