It is basically a series of dikes impounding bay water, the dredged material has not been placed in the cells yet. The Army Corps has created three oyster shell-covered islands within the cells. The Common Terns are nesting on one of these islands. The Least Terns are nesting on a sandy beach inside the dike of one of the cells. Unlike Hart-Miller Island, there are no known mammalian predators on Poplar Island.
